About the Ultra-Poor Graduation Initiative
The Ultra-Poor Graduation Initiative (“UPGI”) is a global unit within BRAC that was founded in 2016 to build off the success of BRAC’s Ultra-Poor Graduation programme in Bangladesh. BRAC UPGI aims to position the evidence-backed Graduation approach as a key driver to eradicate extreme poverty worldwide. It does this by:
● Advocating for uptake of the Graduation approach by policymakers, national governments, multilateral institutions, and non-governmental organisations; and
● Effective adaptation and implementation of the Graduation approach in countries around the world, supported through technical assistance and capacity strengthening for external stakeholders.
In 2002, BRAC pioneered the Ultra-Poor Graduation (“Graduation”) approach in Bangladesh — a sequenced, two-year investment that enables people to create lasting pathways out of extreme poverty — after recognising that existing programmes were not reaching the poorest people. Through the provision of a productive asset, basic needs support, and ongoing coaching, the Graduation approach tackles multiple constraints at once and achieves lasting impact.
Graduation has been adapted and implemented across a wide variety of contexts and countries, with dozens of rigorous evaluations documenting its effectiveness at achieving broad and lasting impact, as well as returns that greatly outweigh the costs. So far, a total of 6.7 million households have been reached by Graduation programs, more than 2 million of which BRAC reached through its flagship Graduation programme in Bangladesh.
To help eradicate extreme poverty, BRAC UPGI is working with governments across Africa and Asia to scale Graduation by integrating it into existing government programmes. Alongside governments, BRAC aims to equip 21 million more people to lift themselves from extreme poverty by 2030.
About BRAC International’s Work in India
The National Rural Livelihood Promotion Society under the Ministry of Rural Development has signed an MoU with BRAC International, formalising a shared commitment to promote holistic economic inclusion and social protection for people living in extreme poverty, particularly women. The MoU envisions a focused strategy to reach the poorest and most excluded households through a time-bound investment in the Graduation approach, enabling more inclusive and sustainable livelihoods across rural India.
The partnership positions BRAC International as a strategic orchestrator, demonstrating how targeted interventions can reach extremely vulnerable groups while generating evidence for scale across State Rural Livelihood Missions (SRLMs). In this role, BRAC is not only providing technical assistance for the implementation of the Samaveshi Aajeevika Yojana (SAY) but also convening stakeholders, aligning systems, and enabling coordinated action across levels. Through its partner agencies, BRAC International has established Project Management Units (PMUs) at national and state levels to support the government in co-designing approaches and ensuring strong strategic guidance alongside effective implementation support.
About the Position
This is an excellent opportunity to shape the strategic growth of BRAC in India, working directly with the Country Lead, India to drive partnerships and expand impact across the country. The position offers a unique platform to leverage expertise in the development sector, partnership development, and external communications to contribute to sustainable development outcomes.
The Program Advisor, Partnerships and Strategy for BRAC in India will serve as the senior lead for strategic partnerships, and external positioning for BRAC India’s work nationally and globally. Reporting directly to the Country Lead, India, this new position will be central to expanding strategic partnerships, and ensure coherent external communications and visibility for organisational initiatives across state and country level. This role’s main function is to develop and implement integrated strategies, lead senior practitioners in both the partnerships and communications functions, and position BRAC in India as a strategic partner of choice across the Graduation landscape.
The position requires a high level of strategic thinking, external collaboration, and leadership to positively shape the organisation's future and deliver sustainable development outcomes. The communications function under this role is strategic in nature, focused on external positioning, narrative coherence, and senior-level messaging.
The position provides strategic direction and quality assurance for communications and visibility efforts, rather than day-to-day content production. This role includes ensuring consistent articulation of BRAC value proposition across high-level CSO and government engagement, BRAC’s India partners, regional events, policy fora, and media.
This position offers an excellent opportunity for a mid-to-senior level professional to gain hands-on experience in Graduation-style programme design, government engagement, and knowledge management, while contributing to UPGI’s mission to scale graduation programmes to lift people out of extreme poverty at scale.
Responsibilities

1. Strengthen Partnerships: a. Support the Country Lead to further build and sustain existing coalitions through a coherent partnership strategy across government, non-government, and research partners in India. b. Ensure alignment of financial and non-financial partners with the broader coalitions’ strategy, goals and vision, and manage overall emerging evidence and reporting. c. Create onboarding strategy for partners and staff recruited by partners d. Foster cross learning between partners by curating content across various fora, for example, national partners meet, newsletters, webinars etc. e. Support the Country Lead in stewarding the collaborative funding community inclusive of virtual convenings, in-person experience, and regular outreach. f. Track partnerships, report outcomes, and coordinate with internal teams for execution of donor reporting. g. Advise Country Lead on potential and new partnerships, and manage outreach. |

2. Strategic Communication: a. Lead the external communication strategy for BRAC in India b. Collaborate with MEL and Program teams to execute the knowledge management strategy for the India program. c. Ensure alignment across communication plans for different verticals within BRAC on organizational objectives and mission. d. Develop a tailored communication plan for the Country Office, including the Country Lead’s external engagements. e. Supervise preparation of materials for events, presentations, and donor engagement. f. Manage communication staff and consultants to ensure efficient workflows and timely deliverables. g. Review and ensure quality of all published content h. Manage all external reporting requirements h. Represent BRAC at events, conferences, and meetings as required. |

3. Internal Capacity a. Design and lead internal capacity building initiatives including retreats, study week, learning incentives. b. Support program reviews as required. c. Support internal communication as required. |

4. Safeguarding Responsibilities (others) a. Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the program’s goals of safeguarding implementation. b. Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action. c. Follow the safeguarding reporting procedure in case any reportable incident takes place, and encourage others to do so. |
Qualifications
● At least fifteen years of work experience leading partnership management, program delivery in India in the development sector.
● At least 7 years of experience in senior-level engagements and negotiations with partners such as governments, international financial Institutions (including Multilateral Development Banks), as well as relevant experience with donors and development sectors, preferably in the Indian and South Asian context.
● At least 7 years of experience providing strategic oversight and direction for external positioning, high-level communications, or partner-facing narratives, ideally in senior roles supporting organisational positioning with governments, donors, and development partners.
● Additional experience in resource mobilization, donor engagement, and strategy writing highly preferred.
● Ability to work strategically and collaboratively across departments.
● Knowledge of the BRAC India program and work an advantage
● Experience managing a high pressure environment.
● Excellent analytical and writing skills, ability to collate reports and proposals.
● Strong relationship building skills.
● Proactive leader with the ability to prioritize and effectively manage competing work streams.
● Strong interpersonal skills and a high degree of political sensitivity
● Strong English skills and fluency in Hindi are required.
● Exceptional communication and representational skills
