About the AIM Program
The Mastercard Foundation Accelerating Impact for Young Women (AIM) in Partnership with BRAC is equipping 2 million adolescent girls and young women (AGYW) with age-appropriate entrepreneurship, employability, and life-skills training, as well as the tools to start and scale their own businesses. The nine-year program (2021-2030) applies BRAC’s proven model using microfinance, youth empowerment, agriculture, education and skills development to improve lives and livelihoods. It currently operates in seven African countries: Sierra Leone, Liberia, Uganda, Tanzania, Rwanda, Ghana, and Kenya. Based on the AGYW age, needs, and circumstances, AGYW are placed on one of two pathways in the AIM program: an education pathway or a livelihood pathway.
About the AIM Education Pathway
The AIM Education pathway is designed to increase access to and completion of quality secondary education for adolescent girls, aged 12-17, across the AIM countries: Ghana, Kenya, Liberia, Rwanda, Sierra Leone, Tanzania, and Uganda. The program seeks to achieve three core objectives: (1) to empower 400,000 adolescent girls by increasing their agency, voice, and life skills; (2) to support adolescent girls to complete at least lower secondary school; and (3) to improve gender-responsive education in at least 2,000 secondary schools, positively impacting an estimated 2.4 million students.
This AIM education pathway is closely aligned with the Mastercard Foundation’s strategic priorities under its Young Africa Works initiative, particularly the emphasis on improving the quality and accessibility of secondary education to better prepare young people for meaningful work. Through a set of integrated interventions, AIM Education targets structural and social challenges that often hinder girls’ education—including financial barriers, inadequate infrastructure, undertrained teachers, harmful gender norms, lack of community support, and weak school governance systems.
Job summary

The GESI and Advocacy Coordinator will lead the implementation of advocacy, policy, social empowerment, and community engagement activities, with a strong focus on gender and social inclusion, disability inclusion, SRHR, SGBV, and community engagement which includes mobilization, dialogues, and evidence-based advocacy. The role will strengthen staff capacity through targeted training, technical assistance, and quality control in advocacy, SGBV, and SRHR case management and referral systems. Working directly with AIM programme participants and country-level teams, the coordinator will advance the programme’s advocacy agenda, build the capacity of adolescent girls and young women (AGYW) to advocate for their rights, and support them in identifying and leveraging key advocacy spaces. This work aims to sustain the programme’s long-term impact and foster continued self-advocacy among programme alumni in their communities.

Additionally, the role will serve as the in-country knowledge management focal point, ensuring effective documentation, knowledge sharing, and dissemination of best practices to enhance the overall impact and effectiveness of the programme.

Key Duties/Responsibilities:

The GESI and Advocacy Coordinator will be responsible for the development and delivery of the advocacy and GESI component within the Enabling Environment Strategy of the Mastercard Foundation Accelerating Impact for Young Women (AIM) in partnership with BRAC programme. Working closely with the Programme Manager - AIM, the position will do the following:

  1. Advocacy engagement

  • Support the Programme Manager in the development, annual work planning, and comprehensive rollout of the AIM programme Enabling Environment / Youth Voices and action modality.

  • Coordinate tailored support and capacity strengthening for programme participants and youth advocates on essential skills, including evidence-based advocacy, negotiation, and effective communications/media engagement.

  • Coordinate the planning and execution of technical assistance for youth advocates in developing and implementing effective advocacy plans and strategies at the grassroots level in collaboration with the Technical Sector Officers (TSO-CMs).

  • Coordinate and provide direct support to national and subnational-level advocacy initiatives, including supporting field teams to organize local workshops and meetings to secure buy-in from government authorities.

  • Support country-level research to facilitate evidence-based advocacy, including contributing to the development and dissemination of policy briefs and IEC fact sheets targeting decision-makers at all levels.

  • Support Programme team to develop policy papers and briefs, advocacy messages, talking points , factsheets, presentations, stakeholder reports, consultation summaries, and knowledge products that effectively communicate evidence and policy recommendations.

  • Monitor emerging policy developments and strategically position BRAC in key national and subnational policy fora by representing the organization where appropriate, facilitating technical leadership engagement, and providing technical direction in the design and delivery of policy and advocacy initiatives across country programmes. 

  • Support programme staff in forging and strengthening strategic networks and linkages with key actors including decision makers, existing advocacy networks within the programme areas and link advocacy efforts with national and subnational policy agendas.

  • Ensure programme quality by undertaking periodic visits to programme areas to backstop challenges, participate in periodic reviews and reflections and ensure implementation is on course. 

  • Work closely with the program team to institutionalize the Youth Development Committee (YDCs) as platforms for grassroots advocacy and undertake activities to deepen their impact at the community level.

  • Provide support to the Monitoring & Evaluation Manager to assess advocacy outcomes , capture and report on advocacy outcomes, and produce comprehensive progress reports.

  1. Gender Equality and Social Inclusion (GESI and SRHR)

  • Lead in enhancing the capacity of regional staff, Technical Sector Officers (TSOs-CM), Programme Assistants, and Mentors in GESI, SGBV, SRHR, disability inclusion, SGBV reporting, and women’s rights advocacy, as well as community mobilization facilitation. Also, ensure YDC member capacity on SGBV and SRH referral systems is built.

  • Leas in service providers mapping and engagement for holistic SGBV response. 

  • Lead, champion and take custody of the AIM AGYW social empowerment (life skills) curriculum. 

  • Lead the GESI-responsive community engagement technical support planning, coordination, and execution for the country program. This includes collaborating with TSO-CM to analyze implementation issues, assess needs, and develop the overall community program action plan.

  • Coordinate the identification of participants with disabilities during household surveys to ensure disability inclusion and support across programme components.

  • Lead the implementation of SBCC dialogue sessions at the community level, engaging local leaders, religious leaders, cultural leaders, and other duty bearers.

  • Guide community leaders in developing accountability action plans based on commitments made during SBCC dialogues, and take the lead in tracking and following up on these action plans to ensure progress and sustainability.

  • Support the review and dissemination of community mobilization materials promoting positive behavior change towards GE, DI, SGBV and SRHR services.

  • Identify and adapt safe, accessible, and inclusive club spaces, ensuring reasonable accommodations such as disability-friendly modifications, gender-segregated restrooms, dignity kits, and baby-changing stations.

  • Prioritize the needs of marginalized groups, including persons with disabilities, adolescent mothers, and out-of-school girls.

  1. Knowledge Management & Reporting

  • Work closely with the Senior Manager – Knowledge Management & Learning (AIM) at the central team to  support the knowledge management component at the country level.

  • Coordinate and facilitate regular learning sessions (e.g., reflection meetings, peer-learning forums, workshops) to share insights, surface challenges, and embed a culture of continuous learning across the country team.

  • Work as a knowledge champion and help support process documentation, good practices and success story compilation.

  • Stay up-to-date on the latest research and remain informed on issues such as women’s social and economic development, youth-led advocacy, alumni engagement, group self-governance, and gender equality.

  • Support and coordinate with country-level grants managers, M&E, and Finance teams to ensure timely submission of quality narrative and financial reports quarterly.

  • Support the AIM program manager in the AIM program database management, including updates for pipeline reports, grant stewardship, and prospect research relevant to the AIM programme.

  1. Outreach, external engagement, and communications

  • Map and engage key stakeholders to operationalize the Enabling Environment strategy.

  • Lead young women's participation in major events (e.g., International Women’s Day, 16 Days of Activism) to drive advocacy.

  • Identify opportunities and forge strategic partnerships and advocacy networks to advance objectives.

  • Strengthen and manage partnerships with policymakers and government officials to promote priority policy changes and investments.

  •  Research and identify high-level national/regional events to share the AIM programme's evidence, lessons, and priorities with key decision-makers and practitioners. 

  • Perform other responsibilities, as requested by the Programme Manager.

  1.  Monitoring and Learning 

  • Ensure appropriate, timely, and accurate data collection against agreed GESI disaggregated indicators to enable both internal and external reporting.

  • Work closely with the M&E and knowledge management teams to collate lessons learned and best practices among internal and external stakeholders.

  • Work with the MEL team to identify and incorporate project-suitable accountability mechanisms that are accessible to marginalized groups.

  • Manage and strengthen MIS, program/management data collection, and reporting on implemented activities

  1. Safeguarding 

  • Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the program’s goals on safeguarding implementation. Act as a key source of support, guidance, and expertise on safeguarding to establish a safe working environment.
  • Practice, promote, and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident occurs, and encourage others to do so.

Experience (required):

  • 4 - 6 years’ experience in leading any of the following engagements - advocacy portfolios, GESI portfolios, community mobilization, campaign management, stakeholder management, and/or supporting self-governance transition of youth groups, preferably in social and economic development. 

  • A robust understanding of the policy landscape around AGYW’s social and economic development, preferably in the African context. 

  • Prior experience in program-related knowledge management processes. 

  • Prior experience working with women's and persons with disability groups in advocacy and GESI.

  • Experience in strategic relationship and partnership management.

 Knowledge, Skills & Competencies: (required)

  • Prior experience in local-level advocacy, including experience with community mobilization and GESI 

  • Ability to set up groups, with community support, for self-governance

  • Knowledge of training content and methodologies for youth on advocacy and/or rights and GESI 

  • Knowledge of the systemic barriers to girls' and women's social and economic development, particularly in the African context.

  • Good understanding of knowledge management systems

  • Excellent written and communication skills, including the ability to foster productive working relationships with strategic partners and diverse stakeholders, and good facilitation skills

  • Computer-literate and Proficient in MS Office packages

  • Ability to coach and motivate colleagues with key advocacy messaging and skills.
