About BRAC’s Ultra Poor Graduation Initiative
BRAC’s Ultra-Poor Graduation Initiative (UPGI) aims to support governments to scale the Graduation approach for people living in chronic poverty and vulnerable situations. The Graduation approach is a multifaceted set of interventions designed to ensure food security, social inclusion, and sustainable economic livelihoods, enabling the poorest to “graduate” from poverty. The graduation approach includes support for basic needs, assets and training for income generation and (one-to-one and/or group) coaching to support the participants during the process. Programme Background
The Desa Berdaya Transformative Programme is a government-led initiative by the Provincial Government of Nusa Tenggara Barat (NTB) aimed at accelerating the reduction of extreme poverty through a village-based, integrated intervention model. As part of the broader Desa Berdaya framework, the programme adopts and adapts the Graduation approach, combining support for basic needs, productive assets transfers, and intensive coaching to enable households to build sustainable livelihoods and achieve long-term socio-economic resilience. The programme is implemented through amulti-level governance structure led by the Provincial Government, with coordination across district and village authorities, supported by programme teams, coaches and technical government stakeholders (Dinas).
Following a comprehensive design and preparation phase, the programme is currently transitioning into early implementation, beginning with Cohort 1 across 40 selected villages in 10 districts, reaching approximately 7,250 households. As part of strengthening implementation readiness, 144 coaches have been recruited and provided with onboarding orientation. They have already been engaged in the verification and validation of prospective programme participants. The first phase of training for these coaches is scheduled to take place in April 2026. This initial phase is positioned as a learning phase to strengthen implementation readiness, generate evidence, and inform adaptive improvements and future scale-up.
Description (summary)
To conduct an ongoing process evaluation of a government-led Graduation programme in NTB Province
The evaluation aims to generate actionable insights, to inform programme design and implementation, identify potential (technical, administrative and/or political) bottlenecks and provide timely feedback to support continuous programme improvement. In addition, the evaluation will assess implementation readiness and promote adaptive learning across cohorts, ensuring that lessons are systematically captured and used to strengthen programme delivery and inform future scale-up.
Level of effort
For 2026, the estimated amount of work is approximately 70-100 person days divided among a team of consultants spread over 5 months.
Location
Initially NTB Province (2026), can be expanded to other provinces in upcoming years.
Consultants must be authorised to work in Indonesia without requiring a work permit or visa sponsorship
