BRAC International (BI) is seeking application from competent, dynamic and self-motivated individuals to fill the following position:

The Procurement Manager is responsible for overseeing and managing the procurement function within the organization. This role involves leading a team (where applicable), implementing procurement strategies, and ensuring the efficient and cost-effective acquisition of goods and services while adhering to all relevant policies, regulations, and ethical standards.

MAJOR RESPONSIBILITIES:

  • Implement procurement strategies that align with the organization's goals, objectives, and financial targets.

  • Continuously assess and adapt strategies to meet changing market conditions and business needs.

  • Where applicable, train, and coach the CO procurement teams, fostering a high-performance and collaborative work environment.

  • Participate in  the selection, evaluation, and management of vendors and suppliers, including prequalification, negotiation, and performance assessment.

  • Maintain a portfolio of reliable and high-quality suppliers.

  • Negotiate with suppliers to secure favorable terms, competitive pricing, and service level agreements.

  • Monitor procurement costs and seek cost-saving opportunities without compromising quality.

  • Ensure that all procurement activities adhere to relevant laws, regulations, and company policies.

  • Establish and maintain a compliance program to manage and mitigate risks.

  • Manage the creation and processing of purchase orders, ensuring accuracy and timely execution.

  • Oversee the drafting, review, and execution of procurement contracts in collaboration with the legal department.

  • Ensure contract compliance and manage contract renewals and amendments.

  • Develop and maintain positive relationships with key suppliers through framework agreements to ensure timely deliveries, quality products, and issue resolution.

  • Conduct regular supplier performance reviews and recommend improvements.

  • Generate reports and analyze data to provide insights into procurement efficiency, cost savings, and vendor performance.

  • Collaborate with other departments, such as to understand their procurement needs and ensure timely fulfillment.

  • Prepare and submit standard monthly, quarterly and annual reports and other supporting documents to the Country Director.

  • Uphold the BRAC vision, mission, core values and policies including an effective safeguarding policy;

  • Any other duties that may be assigned by the supervisor

KEY PERFORMANCE INDICATORS (KPIs)

  • An annual procurement plan
  • Quality and timely procurements to meet program satisfaction
  • An updated list of prequalified service providers and suppliers
  • Timely submission of reports
  • Low turnaround time for all purchases
  • Percentage reduction in procurement costs compared to the budget.
  • To preserve proper documents to avoid audit issues
  • Supplier satisfaction score or feedback from suppliers
  • 100% compliance to the Performance Management System board timeline expectations and leave guidelines

EXPERIENCE (Including sector/industry):

  • 5+ years' experience in procurement in a reputable organization, preferably in the NGO setting

KNOWLEDGE, SKILLS  & COMPETENCIES:

  • Strong negotiation and vendor management skills.
  • Excellent communication and interpersonal skills.
  • Proficiency in procurement software and tools.
  • In-depth knowledge of relevant legal and regulatory requirements.
  • Analytical and problem-solving abilities.
  • Leadership and team management skills.
  • Ability to work effectively in a fast-paced and dynamic environment.

SPECIFIC EDUCATIONAL QUALIFICATION:

  • Degree in Procurement/Supply Chain Management/Business Studies or such  related field
  • Master’s degree in supply chain or Procurement is desirable

PROFESSIONAL DEGREE / CERTIFICATION
MCIPS, or any other professional certification in Procurement or Supply Chain Management,  is an added advantage
