About BRAC’s Work Scaling Graduation through Governments
The Graduation approach is a sequenced, adaptive set of interventions that together tackle multiple constraints that trap people in extreme poverty over a two-year period. By providing people with a productive asset to generate income, basic needs support, and ongoing, intensive coaching to unlock agency, know-how, and hope, the approach enables people to build lasting trajectories out of extreme poverty.
Pioneered by BRAC in 2002, Graduation now has more than 100 studies from 40+ countries, showing it achieves transformational impacts for participants across a wide variety of contexts. A long-term study of a programme in West Bengal found that ten years after starting the programme, participants saw roughly 4x gains in household consumption compared to programme investment outlays, which may go as high as 11x over their lifetimes if those gains persist, according to Nobel Laureates Abhijit Banerjee and Esther Duflo. In 2020, BRAC was named an Audacious Project by TED, receiving a catalytic investment to lift 21 million more people out of extreme poverty by 2030. With catalytic funding from Audacious, BRAC has successfully cultivated partnerships with governments in Africa and Asia over the last few years, resulting in new models of Graduation in India, Indonesia, the Philippines, Rwanda, and South Africa. Efforts are also underway in Ethiopia with exploration to support even wider government-led uptake. Demonstrating to governments Graduation’s potential to achieve greater, more lasting impact through existing poverty reduction programmes has helped unlock significantly more resources from government partners. Yet, massive cuts in development aid means less funding is available to support these programmes, making philanthropic capital all the more critical.
BRAC has found that flexible philanthropic funding can drive transformative, catalytic government investment. Philanthropic support presents a powerful leverage opportunity: Every $1 of philanthropic support can unlock $10 to $50 of public financing and generate $65 to $200 in long-term household income gains.
In a moment when progress on extreme poverty has stalled and public budgets are under pressure, Graduation offers something rare: life-changing results that justify greater investment, and investment that reaches millions more people than either sector could achieve alone.
The Assignment
Purpose:
BRAC International is a trusted thought partner for the Governments of Indonesia, the Philippines, and others in Asia, providing technical assistance and coordination across national and sub-national levels and different departments to drive successful implementation of Graduation, as seen in India.
BRAC International seeks to raise the profile of its work with the Governments of Indonesia and the Philippines with relevant regional stakeholders and philanthropists to help reach those currently left behind, trapped in extreme poverty.
BRAC seeks a dynamic individual to support donor engagement in South East Asia, specifically for BRAC’s work scaling the Graduation approach through governments in Indonesia and the Philippines. The consultant will report to BRAC International’s Director of Strategic Partnerships and Fundraising, and work closely with the Ultra-Poor Graduation Initiative (UPGI) team. The consultant is expected to leverage their knowledge and networks to help represent BRAC’s ambitions and connect with relevant philanthropic audiences.
BRAC seeks to diversify its donor support for Indonesia and Philippines to advance efforts to scale and reach millions more people. To this end, the consultant will help develop a strategic approach to marketing and engaging with high-fit donors, leveraging existing information and materials. The ideal candidate will validate our donor mapping and translate program impact into language and materials that will generate excitement with mission-aligned individual and institutional donors. The consultant should bring extensive experience in developing successful fundraising strategies in these markets, and should possess strong communication and influencing skills.
Description (summary)
To conduct an ongoing process evaluation of a government-led Graduation programme in NTB Province
The evaluation aims to generate actionable insights, to inform programme design and implementation, identify potential (technical, administrative and/or political) bottlenecks and provide timely feedback to support continuous programme improvement. In addition, the evaluation will assess implementation readiness and promote adaptive learning across cohorts, ensuring that lessons are systematically captured and used to strengthen programme delivery and inform future scale-up.
Understand the Graduation approach and how BRAC is integrating it into governments’ existing poverty reduction programmes, and engage with BRAC fundraising teams to raise funding regionally. The scope of work may vary over time, responding to the needs of BRAC’s global fundraising and program teams. Tasks include but are not limited to:

Validate and leverage BRAC’s existing donor research to create a targeted strategy, sharpen the case for support, and prioritize a small number of high-fit donors.

Help identify and fill gaps in BRAC’s donor intelligence.

Develop a compelling donor narrative that translates BRAC’s work supporting governments in Indonesia and the Philippines into a clear value proposition - positioning philanthropic capital as catalytic to achieving sustainable impact at scale.

Work with BRAC leadership and partnerships teams to secure anchor relationships and catalytic support.

Help assess BRAC’s fit with relevant donor (foundations, bilaterals, corporate, individual) entities and identify entry points in relation to efforts to scale Graduation through governments.

Bid management and proposal writing as needed.

Represent BRAC, where agreed and authorized, alongside country and Partnerships teams at donor meetings and relevant events in South East Asia.

Develop targeted and long-term fundraising strategies for BRAC’s government-led Graduation work in the Philippines and Indonesia, aligned with and complementary to wider BRAC fundraising strategies across Asia and globally.

Support collaboration across country offices, Partnerships teams and Communications teams.
Level of Effort, Duration, and Location of the assignment:
The level of effort is flexible, ranging from a commitment of minimum 25-40 hours a week for a duration of 6 months with the potential to renew based on performance. The work will likely involve regional travel as needed to gain programme fluency and engage with target donors.
The location of the consultant should be situated in South East Asia, ideally in one of the focus countries (e.g. in Manila or Jakarta), while other locations in the region may be considered. Consultants must be authorised to work in the country they are based without requiring sponsorship.
