About the Ultra-Poor Graduation Initiative

 

The Ultra-Poor Graduation Initiative (“UPGI”) is a global unit within BRAC that was founded in 2016 to build off the success of BRAC’s Ultra-Poor Graduation programme in Bangladesh. BRAC UPGI aims to position the evidence-backed Graduation approach as a key driver to eradicate extreme poverty worldwide. It does this by:

        Advocating for uptake of the Graduation approach by policymakers, national governments, multilateral institutions, and non-governmental organisations; and

        Effective adaptation and implementation of the Graduation approach in countries around the world, supported through technical assistance and capacity strengthening for external stakeholders.

 

In 2002, BRAC pioneered the Ultra-Poor Graduation (“Graduation”) approach in Bangladesh — a sequenced, two-year investment that enables people to create lasting pathways out of extreme poverty — after recognising that existing programmes were not reaching the poorest people. Through the provision of a productive asset, basic needs support, and ongoing coaching, the Graduation approach tackles multiple constraints at once and achieves lasting impact.

 

Graduation has been adapted and implemented across a wide variety of contexts and countries, with dozens of rigorous evaluations documenting its effectiveness at achieving broad and lasting impact, as well as returns that greatly outweigh the costs. So far, a total of 6.7 million households have been reached by Graduation programs, more than 2 million of which BRAC reached through its flagship Graduation programme in Bangladesh.

 

To help eradicate extreme poverty, BRAC UPGI is working with governments across Africa and Asia to scale  Graduation by integrating it into existing government programmes. Alongside governments, BRAC aims to equip  21 million more people to lift themselves from extreme poverty by 2030.

 

About the Position

BRAC International is seeking a positive, diplomatic, and highly organised individual to fill the position of Senior Associate, Administration & Logistics for the Ultra-Poor Graduation Initiative (UPGI) in Tanzania. Based in Dar es Salaam, this role will play a key part in supporting programme operations by overseeing essential functions in operations, finance, administration, logistics, and human resources, enabling the successful delivery of BRAC UPGI's work in Tanzania.

This position sits at the intersection of BRAC's different entities in Tanzania – including the NGO and Microfinance arms – acting as a bridging function in support of UPGI. The successful candidate will provide day-to-day administrative,, procurement, and finance-support services to the UPGI Tanzania team, while coordinating closely with colleagues across BRAC's other entities. This requires a genuinely collaborative mindset: someone with a positive attitude, high emotional intelligence, diplomacy, and humility, who can build trust and navigate differing organisational systems and cultures with patience and professionalism.

The right candidate will be proactive, detail-oriented, and comfortable managing a wide range of responsibilities – from logistics and procurement to HR administration (including tracking staff leave and maintaining personnel records) and finance paperwork – often with minimal supervision. They will bring strong organisational skills, sound judgement, and the interpersonal warmth needed to support a small, fast-moving team working across a complex, multi-entity environment.

This position reports to the Programme Director, Ultra-Poor Graduation Initiative, BRAC International Tanzania.

Primary Responsibilities:

The Senior Associate, Administration & Logistics will provide day-to-day operational, administrative, HR, procurement, and finance-support services to the UPGI Tanzania team. Responsibilities include, but are not limited to:

        Support UPGI Tanzania programme teams across administrative and operational needs, and help ensure compliance with BRAC's and UPGI's internal policies and procedures.

        Act as a bridging point of contact across BRAC's Tanzania entities (NGO and Microfinance) in support of UPGI's operational needs, ensuring smooth coordination, information flow, and resource-sharing across entities.

        Assist with procurement activities, including identifying suitable vendors, collecting price quotes, circulating RFQs, preparing bid analyses, issuing purchase orders, and managing service level agreements.

        Coordinate logistical arrangements for project-related events, workshops, seminars, and training activities.

        Serve as Risk Coordinator for UPGI Tanzania, maintaining and updating the risk register for UPGI Tanzania programmes and offices.

        Manage travel arrangements, including staff air tickets, transport, and accommodation for business purposes.

        Support management and administration of office resources, including office space, assets, software, subscriptions, and equipment.

        Maintain a central filing system for required documents and forms.

        Organise and process invoices, service orders, and other expense claims to help ensure payments and expenditure reporting are up to date, liaising with Finance colleagues across BRAC entities as required.

        Support compliance checks, donor due diligence, and other regulatory responsibilities as required.

        Maintain accurate employee leave and attendance records and ensure HR databases and trackers are regularly updated.

        Monitor and maintain including leave reports and onboarding trackers.

        Coordinate interview schedules, communicate with candidates and interview panel members, and manage interview logistics.

        Coordinate the onboarding and orientation of new employees, ensuring all pre-employment and induction activities are completed in a timely manner.

        Provide administrative HR support to ensure the efficient delivery of HR services and a positive employee experience.

        Fulfil other administrative, logistics, or finance-support functions as reasonably required.

Safeguarding Responsibilities

        Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme's goals of safeguarding implementation.

        Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.

        Follow the safeguarding reporting procedure in case any reportable incident takes place, and encourage others to do so.

Qualifications

The candidate for Senior Associate, Administration & Logistics, Ultra-Poor Graduation Initiative Tanzania, should have a deep commitment toward international development and the eradication of extreme poverty, and the following:

Essential

        Bachelor's degree in Finance, Supply Chain and Logistics, Business Administration, Human Resources, Development Studies, or a related field.

        Minimum 3 years of relevant experience in a similar role (e.g. Project Administrator, Finance Officer, Human Resources Officer, Logistics Officer, Personal Assistant, Executive Assistant, or similar).

        Attention to detail and a high level of accuracy in handling financial, HR, and administrative documents.

        Strong organisational and coordination skills; ability to manage day-to-day logistics, procurement, HR administration, and travel arrangements.

        Proficiency in MS Office (Word, Excel, PowerPoint) and familiarity with administrative, HR, or financial management software.

Experience

        Experience working across multiple entities, departments, or matrixed organisations is an advantage.

        Working experience in rapidly growing organisations will be an added advantage.

        Previous knowledge of or strong interest in global development, social protection, or livelihoods programming.

Skills/Abilities

        High emotional intelligence, diplomacy, and humility, with the ability to build trust and work effectively across different organisational cultures and entities.

        A positive, can-do attitude with strong discretion and professionalism in handling sensitive HR and financial information.

        Ability to make decisions under uncertainty and assess potential institutional risks.

        Proactive, assertive, and action-oriented; driven to work with minimal supervision.

        Capacity to work effectively with diverse teams, supporting the Tanzania team while coordinating with global staff and other BRAC entities.

        Excellent written and oral communication skills in English (Swahili a strong advantage).

Desirable

        Professional certification in Human Resources, Procurement, Logistics, or Project Administration.

        Familiarity with donor compliance and due diligence requirements.

        Experience supporting programmes in the social protection, livelihoods, or economic inclusion space.
