Background

BRAC was established after the independence of Bangladesh by Sir Fazle Hasan Abed in 1972 and is currently working in 10 other countries in Asia and Africa. It is the largest non-governmental development organisation in the world in terms of number of employees. BRAC International is a leading nonprofit organisation with a mission to empower people and communities in situations of poverty, illiteracy, disease, and social injustice. Our approach is to identify innovative and holistic solutions toward sustainable livelihoods and socioeconomic resilience. We achieve large-scale, transformative change by empowering individuals, especially women, and their families and communities to overcome poverty and become self-reliant and resilient. We work with local communities to innovate demand-driven programmes that integrate social development with market-based solutions like microfinance and social entrepreneurship. BRAC Ultra-Poor Graduation Initiative (UPGI), a global programme within the BRAC network, aims to empower people around the world to escape the poverty trap and realize their potential through government adoption and scale up of the Graduation approach. By 2026, we aim to reach 21 million more people in extreme poverty by partnering with governments. To enable these partnerships, BRAC UPGI influences development actors including multilateral and bilateral institutions, civil society, academia, and media to support wider uptake of the Graduation approach.

Graduation is an evidence-based, scalable intervention proven to break the poverty trap for the long term. So far, BRAC’s flagship Graduation program has impacted over 2 million Bangladeshi households—totaling over 9 million people. To help eradicate extreme poverty, BRAC UPGI is working to scale globally by integrating Graduation into existing government programs and help 21 million more people lift themselves from extreme poverty by 2026.

Yet, BRAC UPGI cannot do it alone. This is beyond the means and capacity of a single organization - no matter how ambitious or innovative. Sustainability and scale demands change at the systems level with active government engagement. BRAC UPGI is committed to creating effective solutions that leverage the available resources and existing programming to achieve the long-term benefits demonstrated by Graduation. The organization is partnering with governments, as well as multilateral institutions, NGOs, and civil society, in countries where BRAC UPGI thinks it can have maximum impact and drive greater uptake for Graduation.

About the Opportunity

The objective of this assignment is to engage a professional communications agency to provide end-to-end communications, content development, design, digital, and multimedia support across BRAC International's portfolio in India, covering the Urban and Rural Graduation programme tracks, for a period of six months, through a structure of dedicated personnel complemented by shared organisational communications support.

The agency is expected to:

  • Deliver high quality, consistent and visually compelling communication products for BRAC International's external and internal engagement in India.

  • Provide dedicated, sustained support to the programme team through the engagement period, with continuity planning for likely extension.

  • Build and maintain a reusable repository of communication, IEC, and multimedia assets that can serve BRAC's broader knowledge management and visibility efforts, in alignment with BRAC values, brand guidelines, and overall strategic priorities and with support from the UPGI Global Communications Team.

This is a single agency engagement organised into three workstreams, each requiring dedicated or partially dedicated personnel:

A. Organisation-wide / Shared BRAC Communications: Cross-cutting communications, branding, donor and institutional communications, knowledge products not tied to a single programme

B. Urban Programme Track (Gaya and Patna, Bihar): Design and package Urban Programme outputs, learnings, and closure materials

C. Rural Programme Track: Design and creatively package communications materials, knowledge products and event collaterals for the Rural Programme

Primary Responsibilities (Scope of Work)

The agency will provide communication and creative services, as required during the engagement period, across the following areas:

A. Country-wide Communications

  • Copy-edit and proofread reports, learning and policy briefs, newsletters, case studies, learning notes, toolkits, and other knowledge products, in addition to design and quality assurance based on guidelines and processes established by the global communications team to maintain alignment across programmes.

  • Refine and adapt communication materials for diverse audiences, including donors, government, media, and the general public.

  • Ensure consistency in style and branding across all products and adhere to the BRAC branding and style guidelines.

  • Create and enhance PowerPoint presentations for internal and external audiences, including leadership and donor-facing decks.

  • Develop infographics, data visualisations, factsheets and other visual communication assets.

  • Support the preparation of organisational communication plans.

  • Maintain an organised, centrally accessible repository of communication and knowledge assets across all workstreams.

  • Project manage and maintain timelines for determined products and assets with timely delivery.

B. Urban Programme Track

Given the compressed timeline, this track should prioritise rapid documentation, synthesis, and dissemination.

  • Design and package programme outcomes, case studies, and success/impact stories ahead of programme closure.

  • Copy-edit, proofread, and design closure/end-of-programme reports, briefs, and donor-facing summaries.

  • Produce short-form videos, photo-stories, and other multimedia content capturing programme results and participant voices.

  • Develop a comprehensive repository of communication and knowledge assets, including editable source files, translations, graphics, and other relevant materials.

  • Support programme closure workshop through development of visual, digital, and print materials.

  • Prepare a communications handover note for future reference.

C. Rural Programme Track

  • Develop audio/video impact stories, human-interest stories, and other field-based narratives for government, donor, and public audiences.

  • Copy-edit, proofread, design and format programme reports, learning notes, and donor updates.

  • Develop and enhance presentations for government, donor, and institutional stakeholder meetings.

  • Produce infographics, factsheets, and data visualisations summarising programme evidence and results.

  • Support development of materials tied to programme events, reviews, launches, or evidence dissemination.

Duration

  • Overall engagement: 6 months, from October 2026 to April 2027.

  • Assignments under each track will be communicated periodically based on agreed work plans
