Position: Senior Specialist, Climate Change
Job Location: BRAC International – Liberia
Introduction

Purpose
The Climate Change Senior Manager leads country-level development, planning, and execution of BRAC’s climate change adaptation and resilience agenda, working closely with the Climate Hub. The role ensures that BRAC International’s global climate change strategy is localized, integrated into national programs, and responsive to Liberia’s contextual realities. This role strengthens institutional capacity and establishes partnerships that enhance climate-informed activities and decision-making. The Senior Manager positions the organization as a leader in climate change adaptation and works in compliance with donor requirements, when applicable.
Key Responsibilities: To perform this job successfully, the individual must be able to perform each essential duty satisfactorily.
1. Program Implementation and Management
- Coordinate the in-country design, planning, and delivery of climate change adaptation initiatives.
- Manage project timelines, budgets, and results frameworks, ensuring alignment with the Climate Hub’s global strategy and donor requirements.
- Support integration of climate action into sectoral programs (agriculture, livelihoods, education, health, etc.).
- Oversee quality assurance, monitoring, and learning systems for all country-level climate interventions.
- Ensure gender equality and social inclusion approaches are mainstreamed in all activities.
2. Technical Support and Capacity Building
- Build capacity across the country office to mainstream climate change adaptation.
- Serve as the focal point for technical backstopping to field teams and partners.
- Translate global technical guidance into country context-specific approaches and tools.
- Facilitate training and knowledge exchange.
3. Partnerships and Representation
- Represent BRAC International’s climate change agenda in national coordination forums, donor consultations, and government working groups.
- Strengthen relationships with local partners, research institutions, community networks, and national stakeholders
- Coordinate field visits and learning exchanges with BRAC colleagues and external partners and prospects.
- Support resource mobilization by providing inputs to concept notes and proposals from a country perspective and oversee the preparation of implementation updates to donors
4. Coordination and Knowledge Flow
- Maintain strong communication channels between Climate Hub and country-level operations.
- Document and share lessons learned, best practices, and innovations with the Climate Hub and its global community of practice.
- Contribute to cross-country learning by participating in regional adaptation program reviews.
Safeguarding Responsibilities
- Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the program’s goals on safeguarding implementation.
- Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.
- Practice, promote, and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
- Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do the same.
EDUCATION AND EXPERIENCE:
- Minimum 7–8 years of experience managing climate or resilience programs in international NGOs, government, or research institutes.
- Demonstrated success leading multi-stakeholder projects and managing teams or partnerships.
- Strong understanding of climate change adaptation, community-based resilience, climate smart agriculture and food systems, climate information services, livelihoods programming, and systems integration in development contexts.
- Experience in research programs related to climate change adaptation and resilience.
- Excellent written and oral communication skills in English and local language.
KNOWLEDGE:
- Solid understanding of climate change adaptation and resilience programming, particularly in developing-country or community contexts and related to agricultural products (crops, livestock, and aquaculture).
- Familiarity with national climate policies and frameworks (e.g., NDCs, NAPs) and their relevance to local development priorities.
- Knowledge of project design and results-based management, including monitoring, evaluation, and learning (MEL).
- Familiarity with climate information services and their provision across national, regional, and local contexts.
- Understanding of climate integration across development sectors such as agriculture, youth engagement, livelihoods, and microfinance.
- Awareness of donor compliance, proposal development, and reporting processes.
- Knowledge of cross-cutting issues—gender equality, social inclusion, and safeguarding in climate action.
SKILLS:
- Program management: able to plan, coordinate, and oversee climate projects to deliver results on time and budget.
- Technical application: translates adaptation principles into practical field interventions and local solutions.
- Analytical and problem-solving: assesses risks, interprets data, and adapts programs based on evidence and feedback.
- Partnership and coordination: builds and maintains effective relationships with government, implementing partners, and donors.
- Communication: produces clear, concise reports and effectively represents BRAC in national or partner forums.
- Leadership and supervision: supports, mentors, and motivates staff and partners to achieve quality outcomes.
- Financial management: monitors project budgets and ensures compliance with donor and organizational policies.
- Facilitation and capacity building: delivers training and learning sessions for staff and community partners.
- Digital proficiency: comfortable using standard project management, data, and collaboration tools.
